Snakes can be shedding during the growing season and it makes them more dangerous because they cannot see through the old skin. They strike at any movement

It’s some type of marker thing….probably put there by a mining company

It's a USGS survey marker. Usually gonna have an elevation stamped on it and sometimes them have latitude longitude If you get the ID off of it you can look it up too
