Those Sonic cat deterers are good....we had one in the UK garden.......it hits them with a high pitched sound that they'll avoid.
Dunno if it works for rats....

I found the only downside was.....me and my son could Hear the sonic slap....like being Flicked on the ear drum.......guess it works the same on the cat......
