Short answer - Law of minimum

In practice, most grows will not be limited by the light output itself - they'll be limited by the grower, grow methods, and/or other aspects of the grow environment. Buying a light with twice the output won't matter if you forget to water your plants.

Oh @Bruce Campbell you obviously don't remember blurple lights! poor or underpowered lights can be a huge limiting factor. I see lots of home growers here today that do not have enough light or the wrong spectrum or both.

New Leds are awesome but they still sell POS lights all over the internet.

Of course you must provide the entire environment to grow to full potential.
