One of my refugees rented a hair salon, and had crazy utility bills, so she shut off the gas to same money. Then the insurance company next door had no heat. I checked the basement and found 3 meters for 4 units. The owner had divided a large unit into two, without adding more meters. So the salon was getting charged for her own electricity and gas and for the busy insurance company next door. The owner responded by locking the basement. Then COVID shut down everybody anyway.

The issue too is its a 2 family flat and downstairs is empty with no ac running....so heat rises its making are ac run overload....
