about what age do you put your cups to the bags , and are those three gallon bagsim using sixteen ounce cups, any info would be great as it is the first time ill be trying the teir system

GoAuto6 I use 44oz styro foam cups to give me extra room and time. I tier into 1 Gallon Grow Bags so they are started in 44oz and tiered into 1 gallon grow bags. In your situation, with the 16 oz cups, I would tier them within a week to 10 days... You don't have that much room (as far as the roots going down and to the sides) in a 16 oz cup so you would need to get them tiered quickly to avoid stunting them. FullDuplex rule of thumb I believe is once the first set of true leaves reaches the sides of the cup tier it.
Mine were all tiered at 14 days. The roots hadn't reached the bottom of the cups and that's ideal. You want them to explode after tiering with all the new room. Wait too long and you'll most likely stunt them. I know from experience! LOL

I think you still LST them but so very gentle and SLOW, because they have a strong apical stem! Thick! But it can be bent perhaps into a cornucopia?
You'll have to bend them with your fingers softly at the places where it needs to be bent. I can't stress this enough, be gentle, specially in the stronger part of the stem. You know how they supercrop it? first bending to one side then the other than all around and then they pinch it? you just need to do step 1 and 2
If it doesn't seem like it's going to bend on your fingers just put a string on a few nodes above and start bending it by there like a bow. Then the other day bend it a little more. Then a few hours later, bend it to another direction on some nodes above.
I use something like this, a little thinner I guess:
