So when I plug this set up in, the COB just blinks every second or so. What’d I do wrong

I want to say mine did that when the wires were not hooked up right.
 
Usually it's from the cobs voltage being to high for the driver. Did it start out like this or did it start shortly after powering it on? The reason I ask is you should really have some sort of cooling set up even with quick testing as the cobs can cook. I did this with some solder 1212's messing around and you can literally watch each LED turn brown.

I am also not saying this for any other reason than your own benefit but these cheaper cobs aren't much better than the cheaper leds. I know quite a few who have tried them with a very fast failure rate. Their output is very low in comparison as well. It's not bad to mess around with but not to economical when it comes to efficiency.
 
@BigSm0 I finally got around to cracking open the Mars II 400w LED. I'm eager to diy this thing and make it better. Only downside is that the fans in this thing are the loudest fans in my tent when my exhaust is turned all the way down. Any way to maybe omit them?

I see three drivers and the only discernible difference I can see is that they were manufactured on different dates.
If I can get any other information for you please don't hesitate! I'm a convert man and this could be a better option to light up my new 4x4.

Let big answer, but I want practice :) Looks like one 50v cob per driver. 50v x 0.63 amps 31.5 watts per driver. You would have about 90 watts of light with all three hooked up. You should use the fans (unless you want to buy heat sinks) If you buy heat sinks you might as well buy a whole new built from scratch set up! :)That could probably come close to lighting up half of your 4x4
 
Please feel free to answer any questions you want. I didn't expect to run this ship I just wanted to get in on DIY still.

That's pretty much how I would have responded. The 50v 1812 is a better cob than the 36v 1212. Both are good I just like the fact the 1812 is a 50v cob and has 72 more leds making the leds themselves run softer which equals a higher efficiency. It's also a great value for a cob. For this light you could run 3-1812's for 32.5 watts per driver or you could run 6 -1212's for 46 watts per driver. Personally the extra 45 watts isn't worth it to me. Less efficient, double the cobs and twice the work.

I'll also agree if your looking to remove the fans and go passively cooled,ditch the mars and go full on DIY or buy a light. You wouldn't be saving much at that point besides the drivers which are problematic anyways. These converisons should be cheap and easy.
