Sounds to me like your mistaking their minimum requirements for the max available in the nutrient. I rather doubt that 0.4PPB ( parts per billion ) is going to matter in the least. How much is available in natural soil?
Mainly general plants (ie; strawberries, peppers, tomatoes). All use about five times less of copper, zinc & Manganeseor molybdenum
That's why I was asking as there isn't much (correct) info to be found about the subject. And since Greenleaf Nutrients shared it's recipe on their website it's open for debate.
Most of the time nutrient company's don't share their recipes. The WUR (Research University of Wageningen) on the other hand does share it's recipes based upon their research. You just have to ask. Now they are doing research on Cannabis, but it is far from ready yet...
I got the base recipes for pepper, tomatoes and strawberries from them and based on that information Copper is used at 0.04xxx ppm not at all does it go near 0.25 ppm which for peppers would be about five times as high (ie, 0.04766 ppm) and would cause serious problems with nose rot. Just to say
But, and this is a big but... Cannabis ain't no Pepper so it could be that they use up way more micro nutrients as the other one. Only well documented research can give a definite answer.
