Sort of the same here in that its up to the cops either to warn you or charge you. Sound like they are pretty hardcore in your area. I feel, that out here , sure there would be nice cops who would like decriminalzation, reminds me a news story sometime ago here, an ex cop son was ill in short he turned to cannabis for his sons pain.
Cannabis busts amounts for most arrests here i think i read, so they should be putting resources for the real drugs and stopping that. Its a plant that has many medical qualities including the shrooms.
I had a prescription for many years prior to cannabis legalization, so I had almost no hassles at all. But the municipality I am in is very strict. Even had to register my little garden to the RCMP. I still have to go to another city or use mail order to get cones, glass, weed, etc.
I lived in Vancouver in the 70's and got a "light" beating with a piece of garden hose because I was caught with a joint in my pocket. By the early 80's, a cop reached into his pocket and "dropped" the ounce of weed taht he "confiscated" on the way back to his car after telling us not to smoke and drive. Basically he gave it back to us. It was only brick weed, but it was a dry spell and we were lucky to score it, I always wondered if he knew that...
Since then, that municipality has trained a squad of cops in mental health and social work, built a number of safe injection sites, put doctors and nurses on the street in the DTES (the original "skid road"). Usually they are only interested if you are a dealer, producer, or in some way a danger to self and others.
But some cops there, and all over Canada, still harass the homeless, poor, and police violence towards native people still exists, so they have a l-o-n-g way to go still.
