New Grower I can not successfully grow weed

Do you have a ph pen? A hygrometer? A space heater or some way to get your temps in the upper 70's? Growing weed requires a few necessary tools. You will eventually need to get these essential tools if you don't have them already.

Starting a new seed without addressing issues or changing anything will get you right back in the same place. You need to find the issue and correct it before planting another seed in the same soil, using the same process. Or the least do somethings differently. It's extremely important to know the ph of the water you are using to feed with... It's extremely important that the environment has the right conditions (77-84f with 45-50% humidity).. Air flow is important... Even if you just start the new seed off in a solo cup this time.. You should do something different than last time.. Or you will end up with the same result. Just something to think about!

Not to sound mean but we already told you what you should do. Before continuing your grow, get the environment in order. Your plants WILL NOT grow when the temperature is in the 60’s. You need to get the temperature up. Humidity should be 50%+ but less important than getting your temps up.

Reiterating what @Prophetiko said get yourself a pH meter so you can test your soil and water supply.
 
I had a look and this would be a good step up for you with minimal cost and minimal running costs and will basically tripple your growth/ buds if used in conjunction with your other 2 lamps .. its a good starting point.. I will have a look at some other simple upgrades for you to get you on the right track for minimal $$ in a do it yourself type scenario to get you on your way :)

1. Get the temps in the proper range.. 25-29c and 50% humidity..

2. Use a smaller sized pot.. If the soil is over watered, in an oversized pot, while the plant is still a seedling, it can stunt the growth.

3. Read up on loam and how it works with cannabis. I've never grown with loam so my info is based on what I remember learning about it while researching organics.

you can just get a plug for the end of it
or you can splash out and buy a proper light from one of the vendors here which in reality is probably a better idea.

Smaller than that ? (picture)
Its substratum not made for cannabis its for the garden (like tomato salad..)
