4 inch fan is plenty. 2 fives is my guess. One big plant could easily fill that area.
What light do you have?

Filter is good. I have no idea about the fan. That looks like a duct fan. Mines an enclosed unit. It should work for moving air though! You need a speed controller too so it can be slowed down.

Does the fan go inside the filter or each plugs into the separate slots of the tent?

Attach the filter to the fan inside the tent. Exhaust the fan to the outside with a piece of hose. Put a small seperate section of vent hose down low for an intake line.

A better fan will last longer. Mine was by hurricane i think.
