2 36v or 1 72v per driver. The one cob would be cheaper but 2 would be more efficient. Few options:
1 x 72v cxb3590 @ .6A gets you ~7,800 lumens at 41w for around ~$50
2 x 36v cxb3590 @ .6A gets you ~8,200 lumens at 39w for around ~$100
2 x 36v cxb3070 @ .6A gets you ~7,700 lumens at 40w for around $60
The "new" Mars300(60x5), 2 of the ones I converted had the exact same drivers, just 2 drivers per light though. Running both 2 x 72v cxb3590s in one and 2 x 72v cxa3590s. The best bang for your buck is gonna be the single 72v per driver.
