My understanding is federal law still considers cannabis seeds as marijuana. Seed sellers can get hit with a federal felony. Most mail the seeds via USPS across state lines which would tack on more charges. This is why lots of seed breeders still take steps to keep up some form of anonymity. In the old days the DEA tracked packages to end users and would kick in the doors of growers. I'm sure they still do in some states. Even today I've heard of Cali breeders, when busted, gave up client data / payment info when court ordered. Better to be safe than sorry.
