Parallel wiring divides the amperage of the driver. Being a 650-700 ma driver and running 2 cobs this way your giving the cobs 325-350ma. Series you divide the voltage across the cobs and not the amperage. Everyone should understand the difference before wiring up a light. Swap the wires so they are in series and let us know how it works.
Of coarse you can. Plenty of folks are pulling a few oz’s on a Single autocob and that’s 55 watts. There is a lot more light coming from the cobs than the whole led panel prior to the conversion.
