I don't think light is the reason for your fox tailed weed! How about the thripse, totally gone!

Can be heat... what's your temperature in tent?
Some strains are more prone to foxtail also...

Not sure of your lights. Looks kinda white . U using metal Halide to bud? If so that's your issues .
