It’s in an interior closet area of the house, probably in the warmest area. Although when it rains it gets little drips coming down the little chimney for it. Not a lot, but you can hear it every now and then.
I guess the simple solution would be to throw an elbow on the roof vent. Facing away from the prevailing winds
 
If you have room, a tempering tank before the hot water heater will save money. This allows the really cold ground water to raise to room temperature before entering the heater.
Never installed one before. At least in my house and most houses in the city u got a long run before it gets to the tank cuz most homes have a single trench for service so they also tend to have one service wall and a mechanical room at the rear so u have the length of the house to warm the water. In the burbs i see the tempering tanks more often

Get that fixed sooner than later! Water damage can be a biotch! May look like just a little, but usually more than you think by the time you see it!
