Stem Rot?

Can anyone help? First time grower here looking for advice. Def overwatered at transplant. Didn’t water for two weeks. Gave a very small amount of water, less than 16 oz for 7 plants. They started drooping the next day. Is there a way to fix this or is the grow just kind of shot at this point?

Lights: HPF4000 - 480 watts (currently pulling 90 Watts from wall using dimmer) ~52 inches above canopy

PPFD is aprox 320 with 24 hours light =~27DLI

Soil: FFOF + FFHF 2:1 ratio

Pots: 1 Gal Fabric pots

Temperature: 72-78

Humidity: 65-72

Nutrients: Nukeheads Veg and Bloom (Haven't used yet)

5x5 Tent

AC Infinity Exhaust

24/0 Light schedule right now

Room CO2 aprox 450ppm

21 days from seed

Seeds started in root riot starter plugs under T5 and dome with 10 seeds total. One burnt up and two died from what I believe to be damping off. Transplanted to one gallon pots day 5 when roots started coming out of plugs. Soaked the pots then and haven’t watered since. So far 13 days without water. Only watered twice so far, once initially and once after transplant where I thoroughly watered both times. I think I overwatered and stunted them a little. Water was PH at ~6.5. No nutrients added yet, only microbes and clonex. Any advice is appreciated, especially due to finding a lot of conflicting information online. Seems like this is something that you can't be in the black and white, and need to be more in the grey area if that makes sense and I'm having a bit of a hard time finding that. Slight leaf twisting on some of the plants, very little discoloration. I think the plants are doing well, maybe a little smaller than they should be but I'm more concerned about not killing my plants the first time around than trying to grow a monster plant as fast as possible.

Also using a 250 watt personal heater to keep up temps and a humidifier. Grow is set up in a basement and where I live its currently pretty cold. Ambient room temp in the basement is ~62 degrees.

Let me preference the following by stating I'm a NOOB in my FIRST Grow.

1. From my reading, it is my understanding that FFOF may run a little "hot" for seedlings.
2. Lights at 52" seems high to me, thus creating stretch.
3. What is ph of water?
4. Do u have a moisture meter? I'm using twice that amount of water per plant every 2-3 days at same stage of growth (21days).

DO NOT TAKE ACTION BASED ON MY RESPONSE, I'm just spitballing ideas that may trigger a thought process.
 
Looks like damping off to me. Those first couple pics look like it's a goner. Not much you can do once that starts.

My first attempt starting seeds I lost 2/3 of them to damping off. Overwatering can cause this. Or there can be pathogens in the soil that are to blame.

I simply blamed it on the my soil and bought some biobizz light mix and have had a 100% success rate with no damping off. I have heard of several issues with inconsistencies with the fox farm soils, although I have never tried them.
