Seeds not popping after 8 days ???

High Again Everyone !!!,
Well not sure why these seeds aren't popping after 8 days. On 3-3 I started 6 seeds with the wet paper towel & baggie method. 3 seeds popped in 3-4 days like they should. The other 3 (2-Dutch Passion & 1-Heavyweight) aren't showing any signs they're going to pop. The Heavyweight I kind of expected not to do anything as I had 6 Heavyweight seeds & so far none have popped. I'll never buy Heavyweight again. The Dutch Passion I don't understand not popping as I've already grown them from the same batch of seeds. Considering it's been 8 days already I'm thinking they are just bad seeds. Am I correct & should I give up on those 3 or is there something else I should try ?
I already started 3 more seeds to replace them but if there's something else to try I sure will give it a shot. What's your thoughts ???
 
Paper towel and baggie, but then what? Took me a while till I found just the right place. Had bad luck on top of wifi etc... finally, a small spot on a shelf in a glass cabinet, with a 25w incandescent light on. Stays about 85 in there... that was the trick. Warm. And I think the magnetic fields of routers and such are detrimental.
 
I put the seed in a wet paper towel. Stick that in a Zip Lock Bag. I put the baggies on top of the 3 gallon pots they will be grown in. The 3 gal. pots are in my 2' x 4' x 6' tent with a Vanq 4 Cob Light above & 2 - 2' (2 Bulb) T-5's 6500K. I put all 6 seeds in at the same time. 3 are already in their pots & growing. The other 3 aren't popping. I did 8 seeds the exact same way last time with 100% success. I figure it has to be bad seeds. Maybe I should try dropping them in a glass of water ? What's your thoughts ?

Not sure if Ive got this correct but you have the seeds in paper towels in a bag under a light? Perhaps light leaking through on to the tap root is the issue?

There is no root yet as the seeds wont pop. I'm not sure that any light leaks would even matter since they're Auto's ... but maybe ??? I leave my tents partially open 24/7 even though I use a 18/6 light schedule through the entire grow. Haven't really worried about light leaks since they're Auto's & can be grown under a 24/0 light schedule. Maybe I'm wrong; I don't know. It's my 1st / 2nd Auto grow. I say 1st / 2nd grow because I have 8 plants that should finish in the next 2-3 weeks & 6 I'm just starting. I haven't completed my 1st Auto grow so I can't really say it's my 2nd Auto grow as of yet. Going to drop the seeds in a glass of water tomorrow to see what happens. I figure they're a loss anyway; so why not ? Think I'll order my next seeds from ILGM (Robert Bergman) so germination is guaranteed or he'll send you replacement seeds. All seed banks should do that.

I'm sure others have probably said the same, but here's my method - it work's with every viable seed, even ones that are years old.

1. Plain peice of Kitchen Roll (undyed are the best)
2. Fold it in half
3. Put seed(s) 1/4 of the way from the top (or bottom) and fold in the middle over the seeds, then fold in the sides.
4. Spray or lightly moisten (don't completely soak) - I use warm water.
5. Put in a small ziplock bag and seal it.
6. Put in a cardboard box (about the same size as a DVD case)
7. Put over a heat source - I balance it a few cms over a tube garden heater - but Xbox, Tivo, Cable - that kinda heat source will be fine.
8. Come back 2 days laer to find condensation in the zip lock bag, paper towel still moist and seeds with tails to sow.

I've always germinated in the dark. Shot glass and or paper towel. An important step when using paper towel is "don't soak" it. You want the seeds to basically reach for the water
 
Squeezed most of the water out of paper towels & folded the same way when I started them. Baggies have condensation. I'll put then on a heating pad to see if that helps.
