When I lived in the UK and went on Sunny holidays for 2 weeks of the year.
The first week I would go either red or stay white...whatever sun cream I used...towards the end of the first week I would usually peel......then on the second week.. I'd start tanning.....and my legs would Start to move from white to pink.....
But...that was in the UK when I got 2 weeks of the Sun a year...... as soon as we moved to Spain when you are out in the sunshine most of the year...
Give me 24-48 hours sun and I tan up straight away....
....just a slight touch of redness on the sensitive bits................

Hubby..being olive skinned can get a sun tan in the winter playing golf...especially if it is windy......
