Humidity, temp and exhaust... Oh my!

So... I put a glass dish filled with water and put a small fan blowing over the top of the water. Exhaust fan on constant. Humidity is popping up about 10% and temp is stable between 76 and 81.

If you add a rag to your bowl of water that will get you a bit more humidity but increase water evaporation so you'll fill more.

I just have a 240cfm booster fan for my exhaust. It does not have a speed controller either. But you can restrict the flow by partially blocking the input/output. If your charcoal filter is inside the tent you can put a plastic bag over part of it to slow down the flow.
 
We bought a fan controller, and a humidifier. It was pretty well managed with a pan of water and fan blowing over it, adding a dish towel (suggested in comments) gave me just enough boost. The humidifier is just more conveint.
 
It will significantly reduce the life of your filter, and you will only be using half of it's capability. That and you would be stressing the motor of the fan by constricting the airflow. Purchasing a voltage regulator and using that would be better than restricting the filter.
