New Grower First Grow, Short Rider, 400W

Well the room isn't totally air tight and the intake hole is a 6" hole, but I do have poly partially covering it, so I'll have to cut some poly out and expose more of the hole. The exhaust is 6" but goes into the floorboards. I think there's not enough room in the floorboard and it's blowing back and down into the poly walls. The is a crevice in next room over where the ceiling meets the walls, so I figured it would just exhaust out there. I don't have the Poly sealed at the floor level cause it's hard to get the duct tape to stick to the concrete floor. So that's an issue I'm trying to deal with/figure out.

Well 2 of my seeds cracked and had a taproot. 1 of them cracked and didn't have a tap root. I planted all 3 today in Jiffy pellets.
I put the Jiffy Pellets in Water bottles cut in half and flipped the top over. I didn't want to put them on the bottom part because of a bump/nipple at the bottom of the bottle and figured they wouldn't stay straight up/down. Then I put Plastic bags over the bottles and put them under my T5's.
Should I switch the T5's to 20/4 now or what for them to sprout out of the Pellets?
I took a couple pictures of my little Veg/Seedling area. Let me know if they are close enough or too far away from light.
Also mixed all my soil and perlite today. I don't have oscillating fan running yet.
So how's it look and how does it sound like I'm doing so far?

Cool thanks. I can't lower the light though. I had to permanently mount it to the top cause the hangers were pretty long. So I'll just put something else under there to raise the bottles.
Would it hurt to raise the bags to it now? Or wait till there's signs of growth coming out of the pellets? I'm worried about turning the light to 20/4 now cause I know as soon as I do the temps in there will drop. So I might wait till the other 2 seeds pop or wait till all 5 are showing growth in the pellets.
The room still is a little messy. I'll try to clean it up some more and take some pictures. The Soil(less)/Perlite mix is probably about 80/20.

Well I have my room pretty much completed. Although I may make some modifications to my exhaust. I also need to move some wiring around, hook up ballast and then clean up the wiring, but for the most part it's basically finished.

Hoping to grow some nice plants in that room. Took me longer than I would've liked to get done, but I just didn't have as much time to work on it as I was planning. I also didn't get the Panda Poly tacked up as cleanly as I would've liked, but I think it'll be ok.
Just got my 3 gallon bags today too.
Should I just transplant from Jiffy Pellets to 3 gallon bags or from Jiffy>1 Gallon>3 Gallon?
Also it's been 3 days of germing for the 2 seeds that haven't popped yet, so I hope they crack soon and I didn't lose them.

Cool man thanks for the compliment. Yeah they are Fem. seeds and I'll move them up to the light today. What's the longest I should wait for the other 2 to pop before I just accept they're duds?

I only got 5 seeds (all I could afford) and I've read some people weren't happy with the short riders. ...........
