Will a non oscillating 6'' fan be ok for growing 2 plants in a closet?
When should I start using the fan?

Maybe. I use fans the whole time just because I don't like not having circulation.
 
Ok. Thanks. I'm wondering how tall I should let the plant get before I start using a fan.

It's not a height thing in my opinion but an environmental thing. Having air flow will help strengthen the stems, reduce hot spots, reduced micro climates.

I start my 6" fans somewhere near the 2 week point. They blow across the tops of my plants. If need be, you can try letting the fan bounce off one of the closet walls to hit plants. My inline fan runs 24/7 once seeds are dropped.

I wouldn't use strong circulation usually unless growth was dense. I keep a breeze from a box fan mounted to the ceiling that stays on 1/3 the whole time.
 
i have 2x 6" fans in me cupboard 1 low 1 high.both on 15min on/off timers so one is allways on.and a 3rd pointed at me led that will only come on if temps exceed 30c
