Extraction Rates

I've completed a few grows in the past but had to stop due to moving house and the new location being unsuitable.
However I've a new location now and have a nice area set up for myself.

Are the recommended extraction rates for a particular size grow room calculated to provide adequate heat/humidity control or are a certain number of air changes per hour required for the plants to survive?

To extract 10 changes per hour in the new area I would need a bigger fan. I also have to add heat and humidity to the area as it is, due to the ambient temperatures/climate.
I'm currently using the extraction fan on the lowest setting and cycling it on/off every hour or two to circulate some fresh air while keeping humidity and temperature in check.

If I extract more air I will struggle to maintain a suitable environment. I know this will change as the seedlings grow and transpire more, but am I ok to keep extraction rates low for now?
 
Air exchange rates are supposedly for maintaining a fresh air supply for the plant. My air exchange rate has never been over 2x/hr and I grow some fine plants. Regulate you airflow to control your environment, your plants will thank you. A fan stirring the air is more important than a large exchange rate.

I was hoping this would be the case. It's hard to keep my temps and humidity up at the moment so I don't want to extract more air than is necessary.

I really need to get a new circulating fan too. All I have now is a small clip-on one which doesn't provide much air flow.
Any recommendations for a brand that's quiet in operation? I find the circulation fan to be the biggest cause of noise in a grow setup and I need to have good stealth.

16" Hurricane Oscillating fan has been the best I have purchased. It is pretty quiet.
