Add BTI to your water..Mosquito bits..for the larvae..Throw up some sticky traps for the fliers and catch whatever ones that don't make it to the traps and smash'em in between your hands..You can also put a layer of hydroton,perlite or sand on your container surface to smother them..Also add a few tablespoons of bits to your medium surface..I put them in my soil when mixing amendments.

I laid out some apple cider and dish soap in the box I hope that doesn’t affect the rh with the vapors from the apple cider vinegar

Put a layer of coarse sand on top of you soil and if they are coming out of the bottom put the pot in a saucer and poor in sand around the base of the pot in the saucer covering the drain holes.
The sand wont kill them but it tears up their wings and they cant fly and propagate.
