A lot of the price is tax in an effort to reduce smoking through pain to the hip pocket.
You hear of the odd bust where they catch a container of tabacco coming in through customs.
There's more and more taxes on 'em here, too. Colorado passed something a long while back that requires voter approval for any tax increases. And the powers that be somewhere along the line figured out that the easiest one to get people to approve is an increase to is the tobacco tax. Channel the money toward schools and between helping kiddies and punishing those nasty smokers it's the easiest way to get a tax increase to pass.
Big part of the reason I quit a couple years ago. On top of the health concerns, it was getting just too expensive. Do still miss it some days, though. And my yard is worse off for it since I'm not out hanging out on the patio several times a day (I wouldn't smoke in the house) looking over the yard while toking away.
