On the one hand, they look healthy. They aren't stretching or growing spindly and so no one can say that the light is too far away. And yet, that
is a pretty small amount of growth for 20 - 24 days under artificial lighting.
Is that a grow-bulb rather than a "house" bulb? I don't know a thing about CFL...but somehow that plant looks hungry for more light. It wants some other colours than just flat white...
You say your temp is always 80...is that the temp for the heat coming from the bulb? If so, then I won't suggest moving the plants closer...
I would suggest that it is a lighting issue. I wonder if you can add another light of some sort...something that gives warmer colours...
Anyhow, don't kill them. They are doing the best they can with what you have provided for them. You might only need to move them closer to the light or position your light in a different way.

and the dude had his plants between the light and the wall---and he grew some fat, killer buds!:thumbs:
EDIT---Well, whilst I was writing this post, you posted the fact that your light is 18 - 19 inches away...and that you had moved it closer with no improvement...that suggests to me that the light is missing the "grow" spectrums...but since I don't know if even such a thing is possible, I wish you good grow karma and hope someone truly knowledgable stops by and gives you some helpful advice.
