My own shit, thanks to places like this!
My wife is really into the spring and summer growth of a multitude of veggies and fruits. I want us to get a Germination Kit. What do you recommend?

This would be for 20 or so starters.

I see this setup all the time ... is this the gold standard?

After pooching two sets of seedlings a year ago, I went with Rapid Rooter and the Super Sprouter. I've used that set up twice now and have had excellent results.
 
I'm partial to the Jiffy Pellet kit. Pretty cheap and available at HomeDepot/Lowes, especially this time of year.

I'd skip the heat mat as you already have one. Your internet box/router/ etc..

I just put the jiffy greenhouse on top and bam. Heat mat.

Do you ever have issues with the pellet's fabric not fully breaking down and hindering root expansion?

If so, do you modify the peat pellet, such as thin slits all around to help with degradation?
