It clearly states we can trade amongst each other with licenses.
Where the seller or doner gets his seed remains the issue.

I can't recall the exact penalties...but I do know they increased jail time for those running large scale blackmarket operations and do not get caught making extracts...big no no.
I think 14 years max prison time.
But that would be some pablo Escobar of cannabis type situation. If your worried see if you can get your license..its pretty easy, depending on your situation it could be free or might cost you 250ish cad for 44 plant count.
Being legal is the best thing I have done...I have physically put myself through the grinder...so it was free..lol.

had a buddy who had sixty plants have the cops show up to his house this year in ontario. they told him he has to many plants and to get rid of them and then drove away. He got lucky and i'm not saying everyone will get lucky but every now then the 5.0 will surprise you.
