Indoor Tap Root question

what is the best length of the tap root after germing in a paper towel before planting the seed 1/8th of an inch ?

i do it when the seed has just cracked to avoid tap damage so 1-2mm

When the tap is 1st visible is when I plant it, don't won't it getting too long.
