I put the light up to 300 ppfd and after 4 hours I can see signs of light stress already so I backed it off to 200 ppfd. This light is only on 20% wtf lol

So I am 8 weeks in and all my girls are looking much better but they have been in pre flower for about 2 weeks and I am not seeing any bud development or anything that looks like a cola. I did stunt them very bad so I was wondering if them getting stunted twice adds 2 weeks to there Lifespan? They do have calyx all over.

Can anyone tell me when I should start with bloom nutes? Do you add bloom after buds start developing or should I be giving them bloom already? I have no clue so your help is appreciated.
