When would I need to add food to these? 1st time growing
600w light turned down to 400 hps
I only use tap water

It depends on many factors like temperature and humidity, air circulation etc. many things can dry up the soil, so its hard to say how often to water very accurately at that point. Its better to not water the whole pot completely with every water and to water near the roots only. If you water it too much, the soil wont dry fast enough because the plant doesent drink much yet. Too much moisture for long periods is bad. However dont let the soil get too dry anywhere in the pot, that can cause pockets of very dry soil that wont absorb water properly, especially if let dry and then watered all at once or too fast. Keep the whole soil at least a bit moist, but definitely not wet. Its good to use a spray bottle for watering at that point. If you watered properly at beginning and your environment isnt super dry(ing), watering with spray bottle should be enough. Near the plant keep it more moist for a little while and then dont water that much just at the root, but more around it to promote root growth to spread around rather than get grown into a single spot(start doing this little by little after first true leafs are at least around an inch and dofc still spray a bit water near root also, just a lot more around the plant.
Besides water you need to provide roots with oxygen. Yes oxygen! Oxygen for roots is like co2 for the parts above the soil. If the soil is too moist/wet roots wont get enough oxygen, they wont grow properly and if they dont grow properly, stuff above soil wont grow properly. This is why its good to let the plants properly show when they are thirsty at least once in a while. They show this by drooping their leafs. But dont let them get too droopy, just enough for you to see that they want water and this isnt something you need to do every time and this is definitely something that you should not do to plants that small! Only after a few sets of leafs and when the leafs are big already.
Also when you water more dry soil, you need to do it slower and if you can first moisten the surface with spray bottle its better. Then add one cup first, wait for it to get absorber, then another and maybe another before giving it more water. Too dry soil wont absorb water properly.

For nutes you could already give it a bit root juice(or other low npk root booster), but definitely dont rush with nutes yet.
