I remember reading a while back somewhere that the seeds are still developing for a few days after the discount from the mother.

Craziest thing I have ever heard. Look at it like this. Mother Nature is always ready to go. A seed matures and drops from a plant, lands on ground, gets moist, starts to grow. Mother Nature isn't going to wait around waiting for a seed to "age"...this ain't cheese or wine. What would that have to do with 1 month old seeds anyways?

What keeps them from all falling to the ground and germinating before winter hits? None would grow the next year. Where I grew up there's wild hemp everywhere, I just don't ever recall seeing seedlings/young plants in the fall.
 
Yes, they have been sitting in a cabinet in the dark at room temp.
good they been in the dark. After about a week of setting out mild humidity you can go ahead and seal them up in eppendorfs:thumbsup:

If you tried a week ago, no success, seal them and try again in a week.
 
Try rubbing the seeds into a piece of sandpaper to scuff the shell.
I have seen seeds that would not pop after 2 weeks in a wet towel pop in 2 days after doing the sandpaper trick
