It looks like my plant isn’t 100%...can someone help a newby out? Am I not feeding it enough or have I giving it to much food?

Is that hydroponics?
If so, what are ppm and pH?
Most problems happen because of over-feeding or too much light.

PPM is at 132
PH is at 5.8-5.9

Looks ok to me but you might want to raise dosage up a little next feed.

Nothing looks wrong to me. Your feed is a bit weak but @Mañ'O'Green can better advise you on the stages of development in your system.

PPMs is too low raise it to 400. The tacoing of the leaves is too much light or heat so raise or turn down the lights a bit and finally the coloring in the leaves on the one plant is called variegation and is genetic and nothing to worry about. I have not looked at the vendors schedule but are you supposed to use bloom this early in the grow?

Im using a 1000w Mars Hydro LED light, I have it set the the reccomended height it saidon the instructions, maybe I should turn it down a bit? Do I raise the PPMs by adding more nutes?

Yes, you need to add more nutrients to up the PPMs. Be sure to add them in balance. You are using an EC meter to measure it correct? These numbers are based on the 500 PPM scale. This is from Botinicare's website calculator:

Ok these numbers are too high IMPO I would go with about 60% of these numbers to start with. Then up it 10% each week until you get a little bit of tip burn. Then back off 10%. This will put you in the plants happy zone. It is different for each and every plant from seed.

I had the tacoing happen to me as well. Raise the lights, they barely need any in their first few weeks. Lower them/turn up the intensity as the grow.
