Have you tried dimming the light and getting it closer to plants ? it could help you lower temps and reduce light bill while you figure the other stuff out.

I can't get any closer, a lot of buds are at 0.8F from the light at 310W but until now they have not shown any signs of stress. At 75%, it reduces the temperature by 35.5°F when I wasn't using fans blowing at the driver.
