I am going to say that plant(assuming it is the same one in both pics if not then both plants) is a photoperiod plant and that if you want it to flower you need to flip it to 12 hours of light and 12 hours of darkness. The smaller fast and vast if it is indeed older than 6 weeks I would say the same thing, which statistically is VERY unlikely so I am slightly stumped. I am going to differ to @Waira on this one. I think they are both not autos and will just keep on a vegging, I have not seen any autos that I know of not show ANY signs of sex at 45 days.
