Yep, if you're using weak bulbs like 23w CFLs, you have to have them right on the plants to stop the stretching. I mean an inch or so away. They do generate some heat so you need a fan moving that air, and when they're growing fast you might need to move the lights several times a day. That's why it's much preferable to go with at least 42w bulbs so you can have a few inches of space to play with.
With CFLs I've found that all things being equal, you will get a bit more stretch with 2700k than 6500k, but intensity is really what you should focus on. The 4100k should do well for you.
