Indoor Hope's perpetual Skyline grow

Unfortunately my bug problem carries on..
Red circled is the damage these bugs do and double red circled is one of the little funkers actually staring me down while having a good suck at my baby THC Bomb!!
Feel a bit helpless with this.. I have a hunch that these could be actually in the soil I'm using. Last grow towards the end when I watered there was an army of them floating to the surface then diving back in the soil.. Google research suggested soil mites which seem harmless but I really don't have any idea if they are soil mites or what I need to do to get rid of them.. or if I even end to get rid of them.
This has been a problem for quite a few grows now it just took me a while to cotton on to what it was.
If anyone can help or know anyone on the boards who's a bug master I'd really appreciate some advice on this.. if these lil bastards eat my baby grow and show plants I will not be a happy camper.

If you got tomatoes growing you could try a tomato leaf spray.
