Those little bugs are nothing to worry about. But yes seal out those skirting boards.
Regarding the two discoloured plants... You always get a couple of runt / disfigured plants when you're growing a number at a time. That's why you grow more seedling than you need like you did. Who knows they could be okay in a couple of weeks. As they start to grow big and the space is getting over crowded, take away the plants that seem unhealthy. They will just be stealing light from the monster plants anyway. But you don't need to decide they're all starting to get big. If there's enough space leave them. If not pull out the worst couple of plants and see what the space is looking like.
Regarding the one litre air pots... it looks like you've enough space there to trial out 3 litre air pots for your first 14 days.
Regarding the CFL lights... in that photo where you can see all the plants and the CFL lights... they lights are just a little bit higher than I Would normally have them. Okay when they are seedlings they don't need much light. But as they starting to grow bigger and faster try to lower the lights and inch or two. Keep an eye on the temps of the leaves themselves using the laser temp gun you have. Try and keep the room temp above 22 during the day but under 28. At night room temps should be as similar to day temps as possible, but they can be 5-10 degrees less without causing issues.
What the Relative Humidity in the room like now? I'm guessing it's slightly higher than last time because you've got all the flowering plants finishing off sweating out their leaves.
