It could keep the compost too moist and cause mold/mildew/algea at surface. I'd suggest using finding a piece of plastic or even plastic bag to set on top if you are trying to hold in moisture.
Roots need to breathe and if they're completely surrounded by water, they'll drown - hence the need for airstones with what you are doing. Reason why the roots don't drown in a hempy bucket is because the medium has air trapped in & around it.
