You just want to scuff the outer surface a tiny bit. For really old seed add some GA3 - Gibberellic acid to the soak I don't remember the amount off the top of my head. Old TimingMan on another forum germinated some really old 40 years old seeds using this method.I've never used sandpaper, but a good soak and straight in the pots has always worked best for me. I try to think how they work in nature, straight to soil
