I've never used sandpaper, but a good soak and straight in the pots has always worked best for me. I try to think how they work in nature, straight to soil
You just want to scuff the outer surface a tiny bit. For really old seed add some GA3 - Gibberellic acid to the soak I don't remember the amount off the top of my head. Old TimingMan on another forum germinated some really old 40 years old seeds using this method.

I'm 0 for 7 with these Fruit Punch autos....I've germed 4 other different strains from other company's alongside these FP...they all germed without a hitch...out of the 7 so far..4 popped but that was it......taking last 2 seeds and germing them the Ronin way in root riots.....(peeps have said that these were good for older seeds)...wish me luck!

I put my root riot in the final pot and put a clear plastic cup over it
 
I'm back home now, and they're all fine and good.

Larger Strawberries on third set of leaves, at about 10cm tall.
Smaller Strawberries and Jackpots on second set of leaves, at about 8cm tall.
One Jackpot has a definite lean, but otherwise fine.

It turns out that this is a good thing as everyone is now keeping the information updated.
 
This is why we test folks.. while it can be frustrating if you are on the bad end of things it is all good info. I have had hermie and seeds that did not pop in other tests.. it helps our members and the manufacturer to have this knowledge
