1000bulbs.com has pretty nice prices depending on your shipping needs
you can get a plantmax and many others for less than $20 it has a bit of blue for the price you want
even great deals on "EYES" if your willing to jump up in price a tad bit
but still cheaper than most

digilux makes a really nice bulb with added blue spectrum i love mine

i know its a bit more than you wanta spend but the plants really like the added blue
