Germination stage - Cotyledon leaves drooping, am I overwatering?

Hi all,

Hoping I could get some help from you all and experts @Mañ'O'Green @Simplicio to understand if I am doing anything wrong.

My Dutch Passion - Think Different Autoflower has popped and I do see the Cotyledon leaves; however, it seems to be drooping.

1.) Am I overwatering? My rockwool seems to be pretty moist.
2.) Should I keep the humidity dome off? My dome is at 97% humidity 80 degrees. My tent is 49% humidity 78 degrees
3.) Should I just transplant to my DWC bucket and put small nutrients in/ hydroguard/great white at this point?
4.) Is my light to low/high? I have a HLG 135 V2 about 18 inches at 20% power.

Does look very wet. That block should have been squeezed out to remove the excess moisture before planting. You shouldn't be adding any more water to this at this stage, they need very little of anything

What can I do to dry out the rockwool? I did gently shake the block a few times to remove the moisture but think this came from when I was spraying the rockwool during the humidity dome phase.
Think it is better to just transplant at this point or just leave it unopened for a few days?
 
Rock wool cubes hold way more water than you think. It can drown a seed. Once it has poped then the danger is damping off. Set it on a paper towel to wick the water off. I always have a dry cube and one I dunk in water so it is saturated. Then by hefting them and the ones with plants I can determine when to water them. When they weigh about half of the wet one it is time to water.

thanks all.. i set it on a paper towel so it hopefully drys a little. Is the idea to let it dry and grow before transplanting to my bucket (given the bubble splash would wet the rockwool even more)?
