In Mexico if you challenge a law in the supreme court 5 times and it is ruled in the challenger's favor the the law is declared unconstitutional. The court ruled on the 5th and final case that the law against personal use is unconstitutional. Now we are in kind of a limbo state because the law has been declared unconstitutional whereas if you are arrested for possession and it gets to court charges will immediately be dismissed. Why would they even detain you then you ask? One word answer, money. They can work you for the mordida or bribe. The Supreme court has now told the Mexican government they have to change the law.They gave them a time frame. I think it was by mañana. LOL. First Spanish lesson. The meaning of mañana. Tomorrow you say? No, in reality it just means not today. In the meantime they can still arrest you, put you in jail and hold you until you go to court. This will never happen to a Mexican national but since I live in a country where payoffs are not only accepted, they are expected, I would end up paying. How much would depend on where you were able to stop the process. Judges are more expensive. Traffic cops not so much. Mexico is under the Neapolic code of law. Down here you're pretty much guilty until proven innocent. If you're in a car accident and the cops show and no one will admit guilt, you both go to the station until someone accepts responsibility. Frivolous lawsuits are rampant down here and you cannot ignore them because you are guilty until proven innocent. Therefore, you have to hire a lawyer and defend yourself. I once had a guy that got angry at me for hitting on his girlfriend before I was married and sued me in court saying that I had defrauded him out of a property. He paid the judge money to rule in his favor. My lawyer found out who the judge was, paid more money to not only dismiss the case but also put the guy in jail for a couple of days for making false statements to court officials. The phrase "money talks and bullshit walks" was coined down here. I like it! I got stopped one time for doing 120 klicks in an 80 km/h zone. Cost me 100 pesos which was about eight dollars at the time. The town where I get my drivers license issues them for two years at a time. If you wait until there is no one else in the office you can offer more money for more years. Not legal for them to do that but I'm not gonna let a little detail like that stop me. I got mine for six years. There is no written or driving test required for anyone in the town where I get my license. Only one requirement. $$$. I like it!
