Fabric was $7 for a 50'x3' roll. I cut it in half with a saw making 100'. Stakes were free, plus I ended up ripping some scrap wood down to make extras. Lots of leftover fabric so I'd say under 1$ per pot. Scrap wood from broken skids is great if you have a lumber yard or brick/block company nearby. Than I just screwed one pair of stakes together to hold the fabric. Next time I'll just use zip ties.
Since the soil is wet all the time the stakes just dropped in with a gentle push, I cut them 3' long. Half in ground, half above roughly.
