I probably should have clarified..

I meant more of the context of said criminals/spies not wanting to be discovered, or more specifically to ensure they themselves are not compromised, not so much as to attack someone else.

Oh hell, You can do that on Windows, if you know how to run a VM, crack other people's wireless, and use an encrypted VPN/proxy.

FYI... Turn off your cell phone if you ever see it drop from lte/4g to 2g... You're probably being watched. Long process/story short... Your encryption drops to near zero when you're on 2g.
