I'd depends. I have made oil from fresh herb and cured herb. Sometimes a longer cure (like 6 months to a year) if you make an alcohol extraction can produce a very flavorful end product.
I also will make oil from fresh herb but there is a more limited time window for how long the alcohol and plant material can be in contact before you begin to pull in all that fresh chlorophyll. If I were making oil for the purpose of eating then chlorophyll wouldn't be an issue but with fine smoking extracts I prefer less chlorophyll. The times I have cured bud before extracting I was able to soak for longer times without pulling a dark green since the chlorophyll had been broken down during the curing process.
