Day 16 Additional Update: So noticed pistils today and to be honest they kind of surprised me. They're probably 2 days old judging by size, but I wasn't expecting to see pistils until weeks 3 or 4. She is stretching a little which is nice because she is so compact. Also took a shot from the side to try to put her size into perspective. ( I still think she's small)

The light is a Black Dog LED - Phytomax 400 (425w). I used it on my last grow in a 4'x4'x6' tent at around 24". In this 2'x4'x5' I only have her 20" away which results in short stacked plants. She stayed stacked through 6 weeks of veg until she finally stretched hard during flowering.

Yes I've got the light at 24" away which is still close but I've move it over from being directly over the plant. She's slowly starting to stretch out but I think the biggest issue here was the light being too close.
