You likely suffering from nutrient lockout with a soil pH of 7. At that level, the plant can't properly uptake the nutrients, so isn't growing. You need to get your pH down into the 6.3 - 6.5 range, then you should be fine. Check these charts and you'll see what nutrients are no longer available at that pH.
