Germination and seedling (first 2 weeks) can be tough to figure out beforehand - it's a balance between giving some nutrients, but not too much, and not overwatering. Everyone seems to have their own way that works for them, and each strain and seed can be a bit different.
I'd recommend finding a grow journal with a method that worked, and try to follow that. I know MassMom recently germinated in coco:
Basically, you're using / measuring EC to determine / adjust / dilute strength because EC varies linearly with concentration (for a given nutrient ratio).
The usual goal is to increase strength during veg until you run into problems, which normally means "until the leaves start looking a bit dark green from too much N". Then, during the flowering stage, people usually reduce N while wanting to keep and/or increase P. The exact amounts are debatable and usually a matter of personal preference.
So, if you end up using Veg #2 at 75% strength at the end of vegetative, that would mean you're using about (160 x 0.75) = 120 ppm N. If you want to target 33% less nitrogen during flower, then that would mean 80 ppm N. Since the full-strength flowering formula has 100 ppm N, that means you would want to use it at 80% strength during flowering. If you want to target 50% less nitrogen (60 ppm), then you would want to use the flowering formula at 60% strength instead.
Granted, you're also getting less P at each of those reduced strengths, but it should still be sufficient. If you wanted to reduce N without reducing P, you would need to modify the formula ratios accordingly.
