Neem oil won't do you any good if you're just watering into the soil. And it'll actually make your soil and roots hydrophobic, since it can coat everything on it's way through and make the water just run past... If there's nothing flying around or crawling, or laying eggs on the leaves, neem won't help. If there's nothing flying around and no spider webs on the plants, you're most likely looking at a beneficial insect of some sort. Insect traps on top of the soil and hanging around the area, and pictures are essential in identification and management of critters :smoking:
