Looks like frosty ladybits to me. Someone should come by with the scientific term shortly.
Seems late in the game to start new buds but I'm ok with that
They're bracts. Totally normal. They won't turn into flowers, they'll pretty much just stay like that. Smokable though

It is called a Bract Calyx and is normal growth.
